I.C.A.C. INDEPENDENT COMMISSION AGAINST CORRUPTION

 

Grant, the independence of I.C.A.C. is being question by many.  i.e. The pat on the wrist Former Minister for Fisheries Eddie Obeid received for failing to declare his Pecuniary Interests 154 times.

 

But by far the greatest force was the original enquiry into the Liverpool City Council’s Oasis Development, which I believe should have been investigated by an Independent Judicial Body, for the following reasons;

 

  1. Commissioner Irene Moss standing down from the I.C.A.C. enquiry re; her husbands involvement in the Oasis project via the Macquarie Bank’s interest in same.
  2. Whoever was responsible for setting the anorexic terms of reference for the original Oasis enquiry, whether it was Justice Minister John Hatzistergos, who at the time was the Chairman of the Committee overseeing I.C.A.C.  Attorney General Bob Debus, Premier Carr or all three, it was a questionable and irresponsible act.
  3. Where elected Members or their Bureaucrats are under investigation, it should be transferred to an Independent Body, to alleviate all suspicions that the Government of the day, may arrange the strength or weakness of the Terms of Reference as they presently do for I.C.A.C. enquiries.
  4. The Labor controlled Liverpool Council with Former Neville Wran Minister, George Pacuillo as Mayor faced the original I.C.A.C. enquiry which was hamstringed with an anorexic terms of reference which was drawn up by the Carr Government.
  5. To this day, we do not know who financed the overpayment in the salary cap breaches to the Bulldog players.  Was it the Liverpool Council using resident/ratepayers rates or was it one of the Oasis developers?  Grant, the proof is in the eating, re; Political enquiries by I.C.A.C.  How wide was the Terms of Reference for former Minister for Gaming and Racing, Richard Face, when originally investigated?
